Beings who lived in Water, half-humanoid and half-fish, have been credited with the founding and origins of many civilizations on Earth. WATER-BEINGS have been described as responsible for teaching and assisting humanity in areas such as agriculture, arts, cosmology, laws, mathematics, temple-building and music.
Robert Temple in his book "The Sirius Mystery" (1997, Destiny Books, Rochester, pp.273-315) offers an extensive research on the records of fish-tailed water creatures in past civilizations, with particular emphasis on the modern 'Dogon Tribe' of Mali, Africa. Therefore, we will only give an overview of the wide distribution of the records available and we refer the reader to Temple's book for details.
FUXI & CANG JING (or NU GUA). Bas relief of a Chinese tomb, second century A.D. Chinese Tradition considers FUXi and his wife Nu Gua (or Cang Jing) to be the Founders of Chinese Civilization. In the Chinese mythological folklore, Fuxi (Fu-His) and his wife Nu Gua (Nu Kua), amphibious beings half-human and half-fish, are described as the founders of Chinese Civilization AFTER the Great Flood and are dated to 3322 BC. Fu-His has been credited with the invention of the I-Ching, a system of trigrams and hexagrams found in the Book of Change. It is said that this system was revealed to Fu-His by another Water-Being from the Yellow River.

Robert Temple states (p.290): Fuxi is also credited as the originator of the Kai T'ien Theory, the most ancient Chinese Cosmology - which uses mathematical concepts such as: the usage of right-angle triangles for the setting up of degrees for the circumference of heaven and for the calendar; as well as, for the measurement of motions and of distances of the poles. Fuxi is also said to have made the thirty-five-stringed lute and invented a system of recording in tablets.
"The particular arrangement of hexagrams called the Fuxi Arrangement is identical to the one which Leibniz realized corresponded to the system of binary numbers (zeroes and ones), which Leibniz introduced into Europe, and which is now used as the basis of all modern electronic computing".
According to Temple, it appears that the concept of Water-Beings is still part of the traditions of the YAO people, a small Hill Tribe in the Guangxi Province.
Temple notes that the representation of Fuxi and Nu Gua (above) dated to the second century A.D., depicts them with fish-tails entwined, and is similar to the Greco-Roman effigies of the Egyptian deities Isis and Serapis (Osiris), of late centuries BC and early AD.

Water-Beings are also part of Early Indian Mythology. In the earliest Indian Sanskrit texts, The Vedas, the Water-God Trita appears as far back as 1500 BC. Trita was also known by the name of Aptya -'Water-Deity'- and was credited with writing part of the Sacred Scriptures. The God Vishnu is also depicted as a Merman -humanoid torso and a fish tail- in his first incarnation or Matsya Avatar.

Greek Mythology had many fish-tailed humanoid beings, the main Sea God being Poseidon. Other half-fish and half-humanoid beings were: Nereus and his daughters the Nereids, Kekrops, Erichtonios, Triton, Skylla & Erchtheus. Mermaids were also part of many fables, i.e. in Jason and the Argonautes.
Poseidon's son, Triton, is mentioned as early as the 8th Century B.C. in Hesiod's 'Theogony'.

Temple states (Op.cit. p.288):
"...there was a huge cast of fish-tailed marine characters in Greek mythology derived from Oannes and Dagon, related to the Sirius tradition, often specifically said to have come from Egypt, and related to Isis, Ambis and even the Sphinx".
Erechtheus was described by Diodorus Siculus as an Egyptian who became King of Athens.
Kekrops too was said to be of Egytian origin. Both these deities were depicted as Fish-tailed Water-Beings.
Nereus was represented in Greek art as far back as the 6th Century B.C.

In her attributes and name, Scylla (Skylla) thus combined the Dog motif of Sirius the Dog Star with the fish-tailed human-headed nature of Oannes (Poseidon)"
Poseidon and Triton were usually represented accompanied by Dolphins. The Greek historian Appollodorus mentions Odacon, a half-man and half-fish creature from the Erythrean Sea.
Berossus, a Babylonian priest of the 3rd Century B.C. who wrote the History of Babylon, describes his country's tradition of the origins of civilization. According to Berossus, the founding of Babylon is credited to a group of amphibious Beings called the Annedoti, of which Oannes is the most important:

DAGON, also called OANNES, painted on Etruscan Amphora. From Robert Temple's: "The Sirius Mystery", 1997, Fig. 30). In later traditions such as the Philistines, the Fish-Tailed God was known as Dagon, which is mentioned in the Bible. This Fish tailed God was worshipped off the coast of Syria and appears in Babylonian cylinder seals, in Persian coins, in Etruscan amphoras, in Phoenician coins, on Greco-Phoenician scarabs, and in the reliefs of the Palace of Sargon.

(Origin of drawing unknown to author).Some texts suggest that Ea lived at the bottom of the Apsu or Abyss in fresh water. Ea was the later Akkadian name for Enki, the main God of the Sumerian City of Eridu.
It has been proposed that Oannes was the same entity as Enki or Ea. Ea was called the "fish of heaven" by the Sumerians, while Oannes the Babylonian form of Ea, was half humanoid and half fish. Oannes is said to have taught mankind writing and mathematics. Ea has been given credit by the Sumerians for giving civilization to man.
"The story in which Enki/Oannes tells the Sumerian Noah "Uta-Napishtim" to build an ark, is much the same as the Bible's version of the great disaster. Many ancient legends portray this Fisher King as having saved mankind from the Great Flood.
Berossus describes Enki/Oannes as "He of the vast intellect", "Lord of the Sacred Eye", "God of Wisdom". He is said to have emerged four times, at long intervals, from the subterranean ocean to teach men the arts of civilization. When he appears, it is in human form wearing a fish-tailed cloak. After educating mankind he returns to the waters as darkness falls.
According to author H. Colmer, "Abzu" was the original term for our Sun in the Sumerian creation myth, which deals with the formation of the universe. The Abzu is called the "primeval one" and the "begetter of the planets" in our solar system. According to the Sumerians, when the Anunnaki gods arrived and began to set up mining operations, the Abzu was indicated as the abode of Enki, the Solar God.
Christians demonized Enki, calling him the Devil, or more appropriately a Sea Devil, Leviathan, symbolized by a tremendous undulating creature resembling a great sea serpent, or dragon. Just as Genesis turns the serpent into the devil, Leviathan once a benefactor of man, has been turned into a sea monster. All symbols having serpentine form or motion signify the solar energy in one of its many forms. This great creature represents the solar life force imprisoned in its fluidic state - the divine energy of man where until transmuted, manifests itself in the lower self, like a writhing sea monster dominating man's greed and lusts."

On the other side of the world, the American Indians believed that the waters of rivers, lakes and oceans were inhabited by a group of people they called the Water Indians. (Manly Hall).
References to Water Beings also appear among the Central American Mayans in the "Popol Vuh" - The Mayan (Quiche) Book of the Dawn of Life :
"And on the fifth day they reappeared. They were seen in the water by the people. The two of them looked like person fish..." (Note: The term used here is winaq [uinac] kar, literally "person fish", identified by some interpreters as "catfish"). Among the South American Indians of Tiahuanaco, near Lake Titicaca in Bolivia there are sculptures of two large stone figures of Water Beings (late centuries BC early AC):

The figure was also equipped with a belt sculpted with the images of several large crustaceans, so this notion seemed all the more probable."
Nowadays, a huge festival honouring "the waters" is held during the first week of October every year in the tiny village of San Pedro at the seat of the Marka Wasi plateau in Peru. The "Celebration of Champeria" is commemorated with food, drink, and the cleaning of the lagoons and waterways including an all night celebration, as a remembrance of a much more ancient ritual of spiritual gratitude, and appeasement - to pacify the great fluidic presence which once overtook the Old World.
In Africa, the Dogon Tribe of Mali claim that their civilization was founded by fish-tailed beings called Nommos, who came from the Stars. According to Temple, the Nommos had to live in water. They were saviours and spiritual guardians and were called Masters of the Water, the Watchers, and the Teachers. The Nommos are said to have taught the Dogon people principles of agriculture. Robert Temple in his book The Sirius Mystery (1997, Op. cit.) offers an extensive analysis of his theory that in effect the Nommos came from the star Sirius.
Despite his extensive research on the records of Fish-tailed-humanoid Beings, Temple gives the weight of his research to the Sirius connection and dismisses the Water-Being aspect as Mythological.
Summarising, the main Gods of antiquity's most developed civilisations were WATER-BEINGS:
